Directorate of Legal Affairs

Overview

On conversion of the Polytechnic into a Technical University pursuant to the Technical Universities Act as amended, the Governing Council enacted the Statutes of the University which came into force on May 9, 2018. Statute 51 established the Directorate of Legal Affairs thus elevating it from a Department to a Directorate. The Legal Directorate is licensed by the General Legal Council and also has a mini-library as well as electronic legal database for reference and research purposes.

The Legal Directorate currently has one permanent Legal Officer analogous to the rank of a Senior Assistant Registrar who is responsible for all the functions as stated in the statutes of the University.

To provide professional, timely and quality legal services to protect the legal interest of the University, improving Good Governance and ensuring Enforcement of law.

Mission

Ensuring rule of law in the University by providing legal advice and comments to help the leadership at any level make sound and legally informed decisions and representing the university at courts and other tribunals to protect its interests.

Objectives

  • Advisory services to the Governing Council, the Vice Chancellor, Management, Boards and
  • Committees of the University with regards to legislation, risk and obligations,
  • Defending the legal cases when the University is sued
  • Prepare and give different  type of trainings to different groups, to create awareness on legal issues to administrative staff of the university,
  • Support the drafting, negotiation, vetting and review of contracts of the University,
  • Procurement of works and goods advisory
  • Students disciplinary matters
  • Support the Faculties in drafting Memorandum of Understanding to secure partnerships,
  • Provide practical, timely, relevant and accurate solution-orientated legal advice including the interpretation of risk on relevant student, property and commercial related matters at all levels
  • across the University, and commission specialist legal advice where required,
  • Principle point of instruction for external legal advisors, managing the expenditure and oversight of the fees received.
