Dr. Florence Dedzoe-Dzokotoe Plockey is an academic librarian and a knowledge management expert with over two decades of experience in information science. She earned her Ph.D. in Endogenous Development with a specialization in Knowledge Management from the University for Development Studies, Ghana. Her research focused on integrating living library traditions with modern academic library systems and synergistically bridging the gap between indigenous knowledge and formal education approaches. Dr. Plockey also holds a Master’s in Library Studies and a Bachelor of Arts in Information Studies with Swahili from the University of Ghana, where she graduated with First Class Honours.

Dr. Plockey served in various capacities at the University for Development Studies Library for several years before joining Accra Technical University in July 2020. As the University Librarian at Accra Technical University, Dr. Plockey has been instrumental in transforming the library into a hub for academic excellence and innovation. She spearheaded several initiatives to modernise library operations, including adopting digital technologies and open-access resources to support research and learning. Her leadership extends to implementing information literacy programmes to equip students and faculty with essential research skills. Under her stewardship, the library has become a dynamic space that fosters creativity, collaboration, and lifelong learning, positioning it as one of the most visible libraries in Ghana.

Dr. Plockey also pioneered successful initiatives at the ATU Library that have gained international recognition. These include the ATU Library Webinar Series, the ATU Library Mentorship Series, and the International Convention on Quality Assurance and Transformation of Libraries, which attract global audiences and foster collaboration and knowledge-sharing among students, researchers, and librarians. Under her leadership, the library collaborates with Tech giants to organise the ATU Tech Events, a platform for showcasing technological innovations and discussing trends in the digital landscape, further enhancing the library’s role in academic and professional development. Her leadership was also instrumental in Accra Technical University’s victory in the maiden Open Science Quiz, a competition between Balme Library and ATU Library, demonstrating her commitment to promoting open access and scientific research. Dr Plockey has also served on several committees and boards, contributing her quota on unfitting the image of ATU and academia.

Beyond her administrative roles, Dr. Plockey’s research interests are in Indigenous Knowledge, Knowledge Management, Library Management, and Information Literacy. She has published several peer-reviewed journal articles and presented at numerous conferences (local and international). Her advocacy for integrating indigenous

knowledge into academic libraries has positioned her as a thought leader. She is also passionate about capacity building (organising workshops and seminars) to empower researchers, faculty, and students to navigate the evolving landscape of information communication and technology.

Dr. Plockey is a member of several professional associations, including the Ghana Library Association (GLA) and the America Library Association. She presently serves as the Vice Chairman of the Governing Council of the Consortium of Academic and Research Libraries in Ghana (CARLIGH), where she contributes to shaping the future of academic libraries in the country. Additionally, she is a fellow of the prestigious Mortenson Library Leadership Programme (Illinois, US) and a Guest Librarian at Nordic Africa Institute (Uppsala, Sweden). Through her work, she continues to inspire and lead efforts to redefine the role of libraries in higher education in Ghana and beyond
